My thirteen year old friend is kind of out of control?

Okay, i'm 14 and i'm really getting worried about my younger friend. She has smoked a couple of times (nothing excessive, and both her parents smoke, she said she didn't even really like it) and she has smoked weed (i think only once, but i'm not sure. her brother smokes weed so that where she got it and she said it tasted horrible) she wants to have sex with her boyfriend of one month (he is 14) Now i have been with my boyfriend for a little over a year, and we have talked about sex, but we both agree on waiting till we are at least 16. So i can't say i support her. She refuses to get the pill (where i live, they wont sell it to her without her parents there and she wont tell them) and she would act on impulse so i'm pretty sure her boyfriend wouldn't have a condom. If i told her mom, i'm not sure she would care, and it would only make my friend want to go out and disobey her more. She always says is doesn't matter because they love each other and honestly, i think she is full of crap. I think its hormones, not love. i KNOW she will regret it if she does have sex, and i'm worried about her getting addicted to smoking and drugs and possibly sex. I want to help her, but i think she is almost doing this for the attention. she has a good life (her brother that smokes weed is 30 and doesn't live in the house) she is upper middle class, almost rich. and her parents do care about her, but cant control her. So i really don't know what to do.. (i can't tell my parents. honestly they wouldn't care.) should i let her live her life? or try to help her.. (talking he rout of it wont work) School is out for summer, so i can't tell any school official, and she plans to do it over the summer. I'm really worried, but at the same time i'm annoyed that she just does it for attention.. Please help!
